Personally I prefer a bit of conflict as it encourages discussion and alternate opinions. The discussions are pretty short when everyone agrees.

I like it to gauge what the general consensus is. Agree or not.

Don’t think the moderators need to action every instance when a person or two thinks something doesn’t belong here. The down vote can take care of that. Moderators can focus on blatant issues.

And it needs to be well modded.
